초록

본 연구는 제2차 대학도서관진흥종합계획(’19∼’23)의 완료 시점이 도래함에 따라, 『대학도서관진흥법』에 근거하여 제3차 대학도서관진흥종합계획(’24 ∼’28)을 수립하고자 한 것이다. 오늘날의 디지털 전환 등 고등교육 대내ㆍ외의 급격한 환경변화를 반영하고, 정보서비스 핵심 주체로서 대학도서관의 미래 발전 방향을 제시하는 체계적인 진흥 전략을 마련할 필요가 있다. 또한 지난 제2차 대학도서관진흥종합계획의 성과를 분석하여 현시점의 대학도서관 내부 역량을 진단하고, 대학도서관의 다양한 이용자의 수요와 현장 전문가의 의견을 수렴하여 실효성 있는 발전 목표와 전략과제를 도출할 필요가 있다. 본 연구를 통해 대학도서관진흥종합계획을 수립하고, 이를 기반으로 대학도서관이 대학별 특성에 맞는 자율적인 발전계획 수립하여 대학의 교육·연구경쟁력에 기여할 수 있도록 하였다. 이를 위해 본 연구는 대학도서관의 외부환경 분석, 대학도서관 현황 및 성과 분석, 이용자 수요 분석, 해외 대학도서관 정책 트렌드 분석 등을 실시하였다. 이를 통해 국내 대학도서관의 강점과 약점을 파악하고, 대학도서관 외부 환경의 기회와 위협 요소를 도출하여 대학도서관진흥종합계획을 통해 구현하려는 비전 및 목표를 설정하고 중장기 계획의 추진방향 및 전략을 도출하였다. 연구를 추진하는 과정에서 대학도서관 현장 및 이해관계자의 의견을 충분하게 반영하기 위해, 현장 전문가 패널 회의 및 전문가 자문회의를 여러 차례 진행하였다. 도출된 핵심가치 및 전략영역, 핵심과제, 전략과제는 AHP 분석을 통해 적합성과 중요도를 파악하고, 그 결과를 반영하여 최종적인 계획(안)을 수립하였다. 본 연구를 통해 제안하는 제3차 대학도서관진흥종합계획(2024∼2028)을 요약하면 다음과 같다.

첫째, 제3차 대학도서관진흥종합계획의 비전은 ‘미래 교육과 연구 혁신을 이끄는 모두의 대학도서관’으로 설정하였고 이를 통해 달성하고자 하는 구체적인 정책 목표 다섯 가지는 누구나가 만족하는 활력있는 대학도서관, 미래 교육‧연구 혁신과 함께하는 대학도서관 서비스, 언제 어디서나 다함께 이용하는 학술정보자원, 머무르고 싶은 대학의 창의‧협력 혁신 공간, 대학도서관을 움직이는 전문 인력이다. 정책 목표의 달성여부를 측정하기 위해 이에 부합하는 성과관리 지표를 제시하였다. 둘째, 제3차 대학도서관진흥종합계획(안)의 비전과 정책목표를 달성하기 위해 대학도서관 공동체가 지녀야 할 공통의 핵심가치는 지식을 확장하는 힘 ‘창의’, 이용자를 우선하는 힘 ‘공감’, 다함께 성장하는 힘 ‘공유’, 먼저 변화하는 힘 ‘혁신’의 네 가지이다. 설정된 핵심가치는 종합계획이 수행되는 동안 모든 전략영
역 및 과제와 직간접적으로 연계하여 지향해야 할 신념이자 추진의 방향성이 된다. 셋째, 대학도서관 진흥의 전략영역은 서비스, 정보자원, 인프라의 3가지로 구분하여 ‘모두의 성장을 견인하는 도서관 서비스’, ‘자유로운 이용을 보장하는 학술정보자원의 허브’, ‘지속가능한 발전을 약속하는 미래 대학도서관 체계’의 3대 영역을 설정하고 이와 분리하여 각 전략영역의 체계적인 추진을 보장하기 위한‘대학도서관진흥종합계획 성과관리 및 환류체계’를 추가하였다. 3대 전략영역은 각각 3개의 핵심과제를 포함하여 전체 9대 핵심과제가 제안되었다. 9대 핵심과제는 각각 구체적인 2∼4개의 전략과제를 하위에 포함하고 있다. 결론적으로 종합계획은 전체 24개의 전략과제로 구성하였다. 

연구를 통해 도출된 전략영역과 핵심과제별 세부 내용은 다음과 같다. 먼저 ‘모두의 성장을 견인하는 도서관 서비스’ 전략영역은 학생, 연구자, 그 외의 대학공동체의 다양한 구성원 등으로 서비스 대상별로 구분하여 3개의 핵심과제로 구성하였다. ‘핵심과제 1-1. 미래 역량 기반 교육 지원서비스 강화’는 최근 고등교육에서 강조되고 있는 역량 기반 교육에 초점을 맞춰 메타 리터러시를 포함한 미래 핵심역량, 융합적 상상력, 자기주도적 진로 및 취‧창업 역량을 위한 교육서비스로 구성하였다. ‘핵심과제 1-2. 창의적 연구 지원서비스 확대’는 대학의 연구자가 혁신적인 창의적 연구를 수행할 수 있도록 대학도서관의 데이터 기반 연구 등 새로운 연구 지원 및 분석 서비스에 관한 세부과제로 구성하였다. ‘핵심과제 1-3. 대학공동체의 다양한 구성원을 위한 맞춤형 서비스 확대’는 장애인, 외국인 유학생, 성인 학습자와 재직자, 지역사회 주민에 대한 대학도서관의 확장된 서비스에 관한 세부과제로 구성하였다. 두 번째 전략영역인 ‘자유로운 이용을 보장하는 학술정보자원의 허브’는 이용자가 보다 풍부한 학술정보자원으로의 자유로운 접근과 이용을 보장받을 수 있도록 환경을 구축하는 것을 목표로 3개의 핵심과제로 구성하였다. ‘핵심과제

디지털화 등의 세부과제를 포함하였다. ‘핵심과제 2-2. 초연결 네트워크 기반 학술정보자원의 공유‧확산’은 학술정보자원 가격 폭등 등 대학도서관을 둘러싼 위협적 요소를 공동으로 대응하기 위한 세부과제들로 구성하였다. 여기에는 대학도서관 및 학술정보생태계의 초연결 네트워크를 통해 학술정보자원의 공동구독 및 활용 확대, 오픈액세스 학술정보자원의 확산 등과 관련된 세부과제가 포함되었다. ‘핵심과제 2-3. 대학 성과물의 수집‧관리체계 구축 및 개방’은 대학에서 생산한 연구성과물, 학습성과물, 기타 성과물에 대한 관리뿐만 아니라 이를 체계적으로 축적하고 디지털화하여 개방 공유할 수 있는 기반을 마련하는 세부과제를 포함하였다. 마지막으로 세 번째 전력영역인 ‘지속가능성을 약속하는 미래 대학도서관 체계’는 대학도서관의 인적 자원, 공간 및 시스템(플랫폼), 관련된 정책ㆍ제도적 기반 개선을 통해 미래에도 지속가능한 발전이 가능하도록 3개의 핵심과제로 구성하였다. ‘핵심과제 3-1. 적정규모의 전문 인력 운영 및 전문성 강화’는 대학도서관의 전문적인 서비스를 위해 적정규모의 사서 인력을 확충하고 디지털 전
환에 대응하고 선도하기 위해 현재 사서 인력의 전문성 강화를 위한 계속교육을 세부과제로 포함하였다. ‘핵심과제 3-2. 대학도서관 공간‧시스템 혁신’은 노후화된 대학도서관의 이용자 친화적 공간으로의 개선뿐만 아니라 및 미래 교육을 원활하게 수행할 수 있도록 공간 및 시스템 혁신을 세부과제로 포함하였다.‘핵심과제 3-3. 대학도서관 정책 기반 개선’은 대학도서관의 발전을 지지할 수 있는 행정적 그리고 제도적 기반 개선뿐만 아니라 지속적인 발전의 원동력으로 작용할 발전 거버넌스 체계를 강화하는 것을 세부과제로 포함하였다. 

제3차 대학도서관진흥종합계획의 기본적인 운영 원리는 다음의 세 가지이다. 첫째, 단위 대학도서관의 발전 및 시행계획 수립에 있어 자율성을 보장하였다. 제3차 대학도서관진흥종합계획은 국내 대학도서관이 나아가야 할 미래상을 종합적으로 제시한 것으로 단위 대학도서관은 대학도서관 및 소속 대학의 환경에 맞춰 발전 및 시행계획을 자율적으로 구성하여 수립할 것을 권장하였다. 둘째, 비전-정책목표-핵심과제-세부과제-실행계획은 구조적으로 체계성을 지닌다. 구체적인 실행계획을 통해 세부과제를 달성할 수 있고, 세부과제를 통해 핵심과제를, 핵심과제를 통해 정책목표를, 정책목표를 통해 비전을 달성할 수 있다. 셋째, 성과관리 및 환류체계를 통해 종합계획의 실효성을 강화한다. 성과관리지표에 대학도서관 평가 및 각종 통계의 정량적 수치를 활용함으로써 측정가능성과 평가의 수월성을 제고하였다. 제3차 대학도서관진흥종합계획은 5개년에 해당하는 중장기 계획으로 성과관리에 따른 환류를 반영하고 급변하는 대학도서관 대내·외 환경에 대한 시의적절한 대응을 위해 ‘(전기) 1단계’(2024~2026년)와 ‘(후기) 2단계’(2027년~2028년)로 구분하여 제시하였다. 1단계의 마지막 해인 2026년에 성과관리지표 점검, 과제 이행 점검 등 대학도서관 평가 결과를 종합하여 2단계(2027~2028년) 과제를 수정, 삭제, 추가할 수 있다. 

본 연구의 결과물은 국가적 차원의 체계적인 대학도서관진흥종합계획 수립을 통해 대학도서관의 발전적인 미래상을 제안한 것이다. 이를 통해 단위 대학도서
관 진흥의 기본 방향을 제시하고 연도별 자율적 시행계획 수립의 기초자료를 제공하여 대학도서관 자율의 새로운 가치 창출을 유도할 수 있다.
